not sure why that would be. i had a download limit on but it should only effect people on a per user (30 dls per day) basis. unless it did something dumb and made 30 dls per user group lol. regardless, all limits are off so try now and see what happens.

are you uploading from the main part of the site or the boards? they actually act as two separate things. one will be your pic, if you choose to have one, on the regular site (if anyone views your profile there), the other will be your avatar on the forums. let me know which one you're having trouble with and i can look into it.
